B2B prospecting in Dubai and the UAE: a practical guide

The UAE is one of the easiest markets in the world to find businesses in, and one of the easiest to get wrong when you reach out. This guide covers where business data lives, how to read UAE numbers and company names, how outreach norms differ, and the data-protection basics.

Where UAE business data lives

  • Google Maps is the default listing for clinics, salons, restaurants, retailers, brokers and trades, usually with a phone and a website.
  • Company websites carry emails, WhatsApp links and booking tools; many small businesses publish WhatsApp instead of an email.
  • Licence registers: each emirate’s economic department and the free-zone authorities offer licence lookups that confirm a company exists and what it is licensed to do.
  • Social profiles: Instagram is a primary storefront for many consumer businesses; links to it usually sit on the website.

Mainland, free zones and company names

UAE companies are licensed either on the mainland or in one of more than 40 free zones (such as DMCC, JAFZA, Dubai Internet City, DIFC and ADGM). The suffix is a clue: L.L.C is typical of mainland companies, while FZE, FZCO and FZ-LLC indicate free-zone entities. It matters for who they can sell to, and in DIFC and ADGM for which data-protection law applies.

Names appear in English, Arabic, or both, and personal names have several transliterations (Mohammed, Muhammad, Mohamed). Deduplicate on the website domain or phone number, not the name; LeadMind does this automatically (how).

Reading UAE phone numbers

A mobile number on a listing is often the owner’s or the sales team’s WhatsApp; a 600 or 800 number is a call centre.

Outreach norms

  • Working week: since 2022 the federal government works Monday to Friday with a shorter Friday, and most private companies follow a Monday-to-Friday week.
  • Ramadan: working hours are shorter; keep messages brief and time them earlier in the day.
  • WhatsApp: one clear message with your name, company and reason; no voice notes to strangers; stop when asked.
  • Language: English is the business default; Arabic is appreciated for government-adjacent and family businesses.

Data protection and marketing rules

  • PDPL: the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) governs personal data on the mainland, including named business contacts.
  • DIFC and ADGM: DIFC Data Protection Law No. 5 of 2020 and the ADGM Data Protection Regulations 2021 apply to companies there.
  • Telephone marketing is regulated separately, including permitted calling hours and a Do Not Call Registry; check the current rules before a calling campaign.
